James (Jim) Mathieu is President, Mathieu & Associates, L.L.C, a service-disabled veteran-owned small business focusing on business capture with an emphasis on classified and unclassified maritime security, safety and technology in the maritime domain.
Jim launched Mathieu & Associates after working for five years as Harris Corporation’s Director of Business Development for homeland security programs. Jim was responsible for classified and unclassified programs and developing strategic capture plans for DHS agencies e.g. FEMA, CBP, USSS, USCG, TSA etc. Additionally, he was responsible for identifying business opportunities, their qualification relative to win probability, as well as relevance for securing the highest realistic face value. Jim also developed comprehensive pursuit plans for bid and no bid decisions; developed teaming relationships and agreements; and devised proposal strategies. Jim was Harris’ 2008 Customer Focus awardee, Harris’ highest award for business development.
Jim joined Harris Corporation after a 28-year career of U.S. Coast Guard experience in congressional relations, policy development, budget formulation and execution, as well as operations both afloat and ashore including command. A graduate from the Coast Guard’s Officer Candidate School, Jim rose through the ranks from recruit, to chief warrant officer, to commissioned officer retiring from the Office of Coast Guard Congressional Affairs serving as their Governmental Liaison to Congress.
Previous to that, Jim commanded the Coast Guard’s largest and busiest multi-mission search and rescue, law enforcement, maritime security and safety station in Miami Beach, Florida. Jim is also a career Cutterman, who served six assignments afloat aboard one medium and five high endurance cutters.
Jim is a life member and serves on the Board of Directors of the Navy League of the United States, as well as life member of the Fleet Reserve Association, the Surface Navy Association, the U.S. Coast Guard Chief Petty Officers’ Association, the U.S. Coast Guard Chief Warrant Officers’ Association, the Cuttermen Association, the Disabled American Veterans, and the American Legion.
Jim also serves on the Coast Guard Foundation’s Board of Trustees, as well as the Industry Advisory Council for the American Council of Technology. He is a member and sits on the advisory committee of the Homeland Security Dialogue Forum; the National Defense Industrial Association; and, the Armed Forces Communications and Electronics Association, as well as the Radio Technical Commission for Maritime Services. Jim volunteers his time and serves as a Nonresident Director for the Navy Mutual Aid Association and numerous child developmental activities such as elementary school programs and coaching for little league.

3.NORTHEAST MARITIME INSTITUTE IS AN OPEN ADMISSIONS SCHOOL AND ADMITS ALL STUDENTS WHO MEET THE ADMISSION CRITERIA AS SET FORTH IN THE CATALOG.
4. THE CERTIFICATE OR DEGREE YOU OBTAIN FROM NORTHEAST MARITIME INSTITUTE UPON GRADUATION IS NOT THE SAME AS LICENSURE OR CERTIFICATION FOR EMPLOYMENT, WHICH MAY BE REQUIRED FOR SOME
OCCUPATIONS, EMPLOYERS, OR STATES. THE COST OF ANY LICENSURE OR CERTIFICATION OR THE COST OF ANY EXAMINATION FOR LICENSURE OR CERTIFICATION IS NOT INCLUDED IN THE TUITION COST OF THE PROGRAM AND IS ONLY INCLUDED IN THE TOTAL PROGRAM COST IF IT IS SPECIFICALLY ITEMIZED ON YOUR ENROLLMENT AGREEMENT.
