Master, Mate (pilot)
and Apprentice Mate (steersman) of towing vessels

The Coast Guard issues the following licenses: (1) Master of towing vessels. (2) Master of towing vessels, limited. (3) Mate (pilot) of towing vessels. (4) Mate (pilot) of towing vessels, limited. (5) Apprentice mate (steersman). (6) Apprentice mate (steersman), limited. (b) A license as master of towing vessels means a license to operate towing vessels not restricted to local areas designated by OCMIs. This also applies to a mate (pilot) of towing vessels. (c) For this section, limited means a license to operate a towingvessel of less than 200 gross tons limited to a local area within the Great Lakes, inland waters, or Western Rivers designated by the OCMI.

Master of Towing Vessels

Sea Service:
(a)
36
months of total sea service;
(b)
18
of the 36 months must have been as limited Apprentice Mate (Steersman);
(c)
3
of the 18 months must have been on a particular route;
(d)
Towing
OfficerÕs Assessment Record (TOAR) or an Approved Course must be completed .
(e)
Western
Rivers Endorsement is required to serve as master on vessels on the Western
Rivers (90 days of observation required and approved training)
Mariners
holding a Master 200 Gross Tons license may operate towing vessels within any
restrictions on their license if:
(a)
Have
30 days of training and observation on towing vessels for the route being
assessed and either:
a.
Complete
and approved training course or
b.
Hold
a completed TOAR that shows evidence of assessment of practical demonstration
of skills.

days of observation and training while holding Master of Towing Vessels
(limited) and pass a limited examination
To Upgrade
from Mate (pilot) of Towing Vessels (limited) to Mate (Pilot) of Towing
Vessels, you must have:
(a) 30 months of service;
(b) 12 of the 30 months must have been
served as Apprentice Mate (steersman);
(c)
Towing
OfficerÕs Assessment Record (TOAR) or an Approved Course must be completed .
(d) Pass a limited examination.
Mariners
holding a Mate 200 Gross Tons license or First Class Pilot may operate towing
vessels within any restrictions on their license if:
(a)
Have
30 days of training and observation on towing vessels for the route being
assessed and either:
a.
Complete
and approved training course or
b.
Hold
a completed TOAR that shows evidence of assessment of practical demonstration
of skills.
