Mr. Keene holds the United States Coast Guard Second Mate of Steam or Motor Vessels of any Gross Tons Upon Oceans; Also Radar Observer (Unlimited); Master of Steam or Motor Vessels of Not More Than 1600 Gross Registered Tons (Domestic Tonnage), 3000 Gross Tons (ITC Tonnage) Upon Oceans; Also master of Towing Vessels Upon Oceans and Western Rivers.  He is a graduate of Massachusetts Maritime Academy and has over 20 years of maritime experience.

 Mr. Keene has extensive sea time on tank ships, barges.
